Once upon a time Sweden was a semi-socialist paradise where most people were taken care of most of the time. To address the issue of lower classes living in cramped, unsanitary quarters, the government decided that everyone should have the right to a spacious, modern apartment filled with all facilities. To achieve this they adopted a three-pronged strategy; first, construction of sub-standard housing was forbidden. Second, a rent ceiling was imposed to make sure people could afford the modern apartments. Third, to bridge the gap between the cost of these apartments and the rent ceiling, massive construction subsidies were introduced. In the early 90’s, following a financial crisis, these subsidies were cancelled, while the other two strategies remained.
Fast-forward 20 years and it’s still easy to find an apartment if you’re old, rich or well-connected. If you’re young, poor, or recently arrived from the countryside or abroad, you just have to play.
